The bottom scene shows standing in the midddle looking towards the viewer is probably the Goddess Inana clasping her hand in a devotional pose and a older naked priest figure pouring out liquid libation below of an alter with animal ankle straps to sacrifice the kid since its blood is pure with symbolic meaning of realeasing the stream life of the animal. The alter is next to what looks like an encloser building or early priest temple which also looks like geometric building decor on artifacts from the Jiroft civilization modern day southern east Iran which is possibly older than the sumerian civilization.see below.
